不適切な点呼、近畿の郵便局の8割で　日本郵便「重大な法令違反」

日本郵便にほんゆうびん近畿きんき支社ししゃ管内かんないの複数ふくすうの郵便局ゆうびんきょくで、郵便物ゆうびんぶつなどの配送車はいそうしゃの運転手うんてんしゅに対するたいする法定ほうていの点呼てんこが適切てきせつに行われていなかったおこなわれていなかった問題で、日本郵便にほんゆうびんは11日にち、不適切ふてきせつな点呼てんこがあった局きょくは同どう支社ししゃ管内かんないの8割はちわりに上るのぼることを明らかあきらかにした。日本郵便にほんゆうびんは取材しゅざいに「重大じゅうだいな法令ほうれい違反とと認識にんしきしており、全社ぜんしゃでの再発さいはつ防止ぼうしに努めるつとめる」とした。

不適切ふてきせつな点呼てんこの問題もんだいは朝日新聞あさひしんぶんが11日にち朝あさに報道ほうどう。日本郵便にほんゆうびんは同日どうじつ午後ごご、記者会見きしゃかいけんを開ひらいた。

会見かいけんでの説明せつめいによると、近畿きんき支社ししゃ管内かんないの小野おの郵便局ゆうびんきょく（兵庫県ひょうごけん）で1いち月がつ下旬げじゅん、数年すうねん間にわたり点呼てんこを実施じっししていないことが発覚はっかく。点呼てんこしたかのように虚偽きょぎを記録きろくした「不実ふじつの記載きさい」も判明はんめいした。点呼てんこは安全あんぜん運行うんこうのために貨物かもつ自動車じどうしゃ運送うんそう事業法ぎょうせいほうなどで定めさだめられ、違反いはんすれば車両しゃりょう使用しよう停止ていしなどの行政ぎょうせい処分しょぶんの対象たいしょうとなる。国土交通省こくどこうつうしょう近畿きんき運輸局うんゆきょくが監査かんさに入ってはいっており、処分しょぶんは現時点げんじてんで出てでていないという。

同どう支社ししゃは2に月がつ、管内かんないの178いちひゃくななじゅうはち局きょくを対象たいしょうに調査ちょうさを指示しじ。うち140ひゃくよんじゅう局きょくで点呼てんこの不備ふびを確認かくにんし、国交省こっこうしょうに報告ほうこくした。不備ふびの内容ないようや頻度ひんどは「調査中ちょうさちゅう」とした。

車両しゃりょう停止ていしなどの処分しょぶんの可能性かのうせいを問とわれ、日本郵便にほんゆうびんは「処分しょぶんされた場合ばあい、近隣きんりんの郵便局ゆうびんきょくの応援おうえん、車両しゃりょうの増便ぞうびんなどでサービスさーびすに影響えいきょうを与あたえないように取り組むとりくむ」などと説明せつめいした。
