関電美浜3号機の差し止めを求める仮処分、大阪高裁が15日に判断へ

運転うんてん開始かいしから40年ねんを超こえる老朽ろうきゅう原発げんぱつとして初はじめて2021年ねん6月がつに再さい稼働かどうした関西かんさい電力でんりょく美浜みはま原発げんぱつ3号ごう機き（福井ふくい県けん美浜みはま町ちょう）をめぐり、地元じもと住民じゅうみんらが関電かんでんに運転うんてん差しし止めめを求もとめた仮かり処分しょぶんの即時そくじ抗告こうこく審しんで、大阪おおさか高裁こうさいは15日にちに決定けっていを出だすことを決きめた。

仮処分を申もうし立たてたのは、福井ふくい、京都きょうと、滋賀しがの住民じゅうみんら。大阪おおさか地裁ちさいは22年ねん12月がつ、関電かんでんが新しん規制基準きじゅんに沿そって必要ひつような特別とくべつ点検てんけんを実施じっしし、原子力げんしりょく規制きせい委員会いいんかいが運転うんてん延長えんちょうを認みとめたことから「安全性あんぜんせいに問題もんだいはない」と判断はんだん。申もうし立たてを退しりぞけ、住民じゅうみん側がわが大阪おおさか高裁こうさいに即時そくじ抗告こうこくした。

原発げんぱつの運転うんてん期間きかんは11年ねんの東京電力とうきょうでんりょく福島ふくしま第一原発げんぱつ事故じこを受うけて「原則げんそく40年ねん」のルールるーるができた。だが、規制きせい委いが認可にんかすれば最長さいちょう60年ねんに延長えんちょうできる規定きていがあり、美浜みはま3号機ごうきにも適用てきようされた。さらに、23年ねん5月がつ成立せいりつの「GXじーえっくす脱炭素だったんそ電源でんげん法ほう」では、60年ねん超の運転うんてんも可能かのうとなった。

住民じゅうみん側がわは即時そくじ抗告こうこく審しんで、1月がつ1日にちに発生はっせいした能登のと半島はんとう地震じしんを踏ふまえ、原発げんぱつ事故じこ時の避難ひなんに対たいする懸念けねんを改あらためて訴うったえた。原子力げんしりょく災害さいがい対策たいさく指針しせんでは、原発げんぱつの5～30キロきろ圏内けんないの住民じゅうみんは屋内おくない退避たいひと定さだめているが、「揺ゆれの強つよい地震じしんでは家いえが押おしつぶされる恐こわれがある。避難ひなん計画けいかくの想定そうていは不十分ふじゅうぶんだ」と指摘してきした。
