総務相「いろんな声を受け止めて対応」消えた郵便貯金で新基準適用へ

一定期間いっていきかんが過すぎて消滅しょうめつした郵便貯金ゆうびんちょきんを返かえすための新しん基準きじゅんが公表こうひょうされたことについて、松本まつもと剛明たけあき総務相そうむしょうは22日にちの閣議かくぎ後会見かいけんで、「見直みなおし後ごの状況じょうきょうをしっかり見みて、いろんな声こえを受うけ止とめて対応たいおうを進すすめていきたい」と述のべた。返金へんきんするかどうかの審査しんさがあいまいあいまいで不透明ふとうめいだとの批判ひはんに対たいしては、「担当たんとうによって判断はんだんが分わかれないよう（新しん基準きじゅんで）しっかり運用うんようしてほしい」と求もとめた。

郵政管理ゆうせいかんり・支援しえん機構きこうが返金へんきん（払戻はらいもどし）に応こたじる新しん基準きじゅんを20日にちに公表こうひょうした。「真しんにやむやむを得えない事情じじょう」がないと返金へんきんしないルールるーるは変かえないが、事情じじょうを書類しょるいで証明しょうめいする要件ようけんはなくし、子こども名義めいぎの貯金ちょきんなどはより柔軟じゅうなんに返金へんきんすることとした。

松本氏まつもとしは「しっかりしっかり検討けんとうされて運用うんようを見直みなおすことになったのでは」と評価ひょうかした。

ただ、貯金ちょきんの返還へんかんを求もとめる人ひとの多おおくは、消滅しょうめつ制度せいどを知しらずに貯金ちょきんを失うしなったのが実態じったいだ。機構きこうは「制度せいどを知しらなかった」という理由りゆうだけでは返金へんきんしない姿勢しせいを鮮明せんめいにしており、たまたま何なにか別べつの「事情じじょう」がなければ返金へんきんされない点てんは変かわらない。

郵政ゆうせい民営化みんえいか前に預けあずけた定額ていがく貯金ちょきんなどは、旧きゅう郵便ゆうびん貯金ちょきん法ほうにより満期まんき後約やく20年ねんで貯金者ちょきんしゃの権利けんりが消えきえる。民間みんかん銀行ぎんこうにはない特殊とくしゅな制度せいどで、2021年度ねんどは457億おく円えんが消滅しょうめつ。消滅しょうめつ後に返金へんきんを求めもとめる件数けんすうは、22年度ねんどに約やく1600件けんと前年ぜんねんの倍ばい近くに増えふえた。（藤田ふじた知也ともや）
